3007WFP, Inspiron 24 5459 AIO
Resolution is bad with only two option. Is there a driver I can download and install that can help? The 3007WFP is connected via Inspiron 24 5459 AIO HDMI out --> HDMI to DVI --> 3007WFP DVI in.

The only resolutions supported by the 16 year old 3007WFP and its DVI-D DL port are 1280x800 60Hz or 2560x1600 60Hz. But this was only tested back then using =
PC video card DVI-D out port --> DVI-D to DVI-D cable --> 3007WFP DVI-D in port
Dell never tested this monitor with newer video card DP out port or HDMI out port. Using your HDMI to DVI conversion, what resolution and Hz are you able to attain?

Sounds like a limitation of that HDMI to DVI cable. Perhaps it is not DVI-D DL?
Is there any other PC there with DVI-D out port to test =
PC video card DVI-D out port --> DVI-D to DVI-D cable --> 3007WFP DVI-D in port
